8. Is authorized to engage in the professional activities referred to in sections 5 and 7 any person to whom a valid identity card and a compliance certificate is issued by a regional board or by Corporation d’urgences-santé between 1 April 2000 and 1 April 2003, and who has either:
(1)  a valid ambulance technician card, issued by the responsible authority designated by the Minister of Health and Social Services, and registered in the national workforce registry; or
(2)  an identity card and a compliance certificate issued by an agency or the Corporation d’urgences-santé.
